हड़ताल मजदूरों को सिखाती है कि मालिकों की शक्ति तथा मजदूरों की शक्ति किसमें निहित होती है; वह उन्हें केवल अपने मालिक और केवल अपने साथियों के बारे में ही नहीं, वरन तमाम मालिकों, पूँजीपतियों के पूरे वर्ग, मजदूरों के पूरे वर्ग के बारे में सोचना सिखाती है। जब किसी फैक्टरी का मालिक, जिसने मजदूरों की कई पीढ़ियों के परिश्रम के बल पर करोड़ों की धनराशि जमा की है, मजदूरी में मामूली वृध्दि करने से इन्कार करता है, यही नहीं, उसे घटाने का प्रयत्न तक करता है और मजदूरों द्वारा प्रतिरोध किये जाने की दशा में हजारों भूखे परिवारों को सड़कों पर धकेल देता है, तो मजदूरों के सामने यह सर्वथा स्पष्ट हो जाता है कि पूँजीपति वर्ग समग्र रूप में समग्र मजदूर वर्ग का दुश्मन है और मजदूर केवल अपने ऊपर और अपनी संयुक्त कार्रवाई पर ही भरोसा कर सकते हैं। अक्सर होता यह है कि फैक्टरी का मालिक मजदूरों की ऑंखों में धूल झोंकने, अपने को उपकारी के रूप में पेश करने, मजदूरों के आगे रोटी के चन्द छोटे-छोटे टुकड़े फेंककर या झूठे वचन देकर उनके शोषण पर पर्दा डालने के लिए कुछ भी नहीं उठा रखता। हड़ताल मजदूरों को यह दिखाकर कि उनका ”उपकारी” तो भेड़ की खाल ओढ़े भेड़िया है, इस धोखाधाड़ी को एक ही वार में खत्म कर देती है।

भिवाड़ी स्थित श्रीराम पिस्टन एण्ड रिंग्स के मज़दूर पिछले 15 अप्रैल से अपनी लम्बी हड़ताल जारी किये हुए है। लगभग 60 दिनों से आग उगलती गर्मी में मज़दूर पहले 10 दिन फ़ैक्टरी के अन्दर डेरा जमाये हुए थे और फिर 26 अप्रैल को कम्पनी में हुए बर्बर लाठीचार्ज के बाद कम्पनी गेट पर बैठे हुए हैं। ज्ञात हो कि इस दमन की कार्रवाई में राजस्थान पुलिस ने 26 नेतृत्वकारी मज़दूरों को ज़बरदस्ती गिरफ़्तार करके उन पर हत्या के प्रयास व अन्य कई गम्भीर धाराएँ लगी दीं। फिर भी मज़दूरों ने बर्बर दमन के खि़लाफ़ अपना संघर्ष जारी रखा।

Varanasi, India: Coca-Cola’s bottling plant has been shut down by state government authorities in Mehdiganj in the state of Uttar Pradesh in India.
The Uttar Pradesh Pollution Control Board (UPPCB) ordered the plant to shut down because it found the company to be violating a number of conditions of its license, or “No Objection Certificate” (NOC).
The Pollution Control Board, in its order dated June 6, 2014 (which we obtained yesterday), noted that Coca-Cola had failed to obtain clearance to extract groundwater from the Central Ground Water Authority (CGWA), a government agency that monitors and regulates ground water use in water-stressed areas.

The groundwater in Mehdiganj has gone from “safe” category in 1999 when Coca-Cola started operations to “critical” in 2009, according to the CGWA. As a result, more ground water use restrictions are in place, including on ground water use by farmers and the community for drinking water.
The closure is a major victory for the community in Mehdiganj which has actively engaged the UPPCB, CGWA and other government agencies to shut down Coca-Cola’s plant. The campaign had also alerted the government to Coca-Cola’s failure to meet a key condition of a temporary license given to it – obtaining the clearance from the CGWA. The campaign, which enjoys widespread local support, had also sent letters from 15 village councils (panchayat) in April 2013 seeking closure of Coca-Cola’s plant.

मज़दूरों की एकजुटता को तोड़ने और प्लाण्ट ख़ाली करवाने के लिए कम्पनी ने 31 मई को हरियाणा पुलिस से साँठगाँठ कर मज़दूरों पर बर्बर लाठीचार्ज करवाया, जिसमें 30 से ज़्यादा मज़दूरों को गम्भीर चोटें आयी हैं। इस बर्बर दमन ने साफ़ कर दिया है कि चाहे भाजपा की वसुन्धरा सरकार या कांग्रेस की हुड्डा सरकार, वे तो बस पूँजीपतियों के हितों को सुरक्षित करने का काम कर रहे हैं।

आख़िरकार 12 वर्ष लम्बे संघर्ष का परिणाम रंग लाया और भूजल व् प्रदुषण के लिए जिम्मेदार कोका कोला प्लांट मेंहदीगंज राजा तालाब वाराणसी को गत 6 जून 2014 को प्रदुषण नियंत्रण बोर्ड उ ० प्र ० के आदेश के द्वारा बंद कर दिया गया है, उक्त कंपनी को बंद करने की मांग को लेकर विगत एक दशक से मेंहदी गंज व आसपास के स्थानीय ग्रामीण आन्दोलनरत थे, जिनके प्रयास से कोकाकोला कंपनी बंद हुई।
आंदोलन की शुरुआत 2002 से हुई। अनगिनत बार धरना प्रदर्शन हुए। 200 -200 किलोमीटर की कई बार पदयात्राएं हुई। अहिंसात्मक रूप से प्रदर्शन करने वाले ग्रामवासियों पर लाठियां बरसाई गयी। तीन बार सैकड़ों महिला पुरुषों जेल जाना पड़ा। उनके ऊपर अनगिनत फर्जी मुकदमे लादे गये। आंदोलन को दबाने के लिये लोगों को प्रलोभन दिए गए यहाँ तक कि ग्रामवासियों में मतभेद पैदा करने के लिए यह भी दुष्प्रचार किया गया कि यह आंदोलन पैसों के लिए किया जा रहा है।
प्रदेश सरकार से लेकर दिल्ली सरकार के सम्बन्धित कार्यालयों में अनगिनत बार हजारों की तादात में जाकर गुहार लगाई गयी। जलदोहन प्रदूषण धोखाधड़ी के मुद्दों पर सरकारी जाँच एजेंसियों से लेकर प्राइवेट जाँच एजेंसियों से जाँच कराई गयी लेकिन कोका कोला के खिलाफ सारे सबूत होने के बावजूद कंपनी के दबाव में कोई भी विभाग कम्पनी पर कार्यवाही करने से बचती रही। लेकिन इसके बावजूद ग्रामवासियों ने हिम्मत नही छोड़ा और कंपनी के खिलाफ आंदोलन करते रहे। अंततः प्रदुषण नियंत्रण बोर्ड उ ० प्र ० को स्वीकार करना पड़ा और कंपनी को तुरन्त बंद करने का आदेश दे दिया है.
MARDAN/NOWSHERA, June 19: The ongoing strike of revenue department employees has created great difficulties for people, particularly students in obtaining domicile certificates for admission to colleges after passing matriculation.
In Mardan, students and their parents told Dawn on June 18 that they faced difficulties in getting domicile certificates as it was mandatory for them (students) to take admission in colleges after passing matriculation. They lamented that they were forced to shuttle between the district courts and offices of patwaries, girdawars and other relevant revenue officials in scorching heat.
Parents demanded of the government to make alternative arrangements so they could get domiciles without any hassle. The revenue staff, including patwaris and girdawars, is on a strike for seeking service structure. In Nowshera, the Anjuman-i-Patwarian wa Qanoongoyan, Khyber Pakhtunkhwa, vowed to continue strike till the government accepted their demands for promotion of patwaris to grade 14, girdawars to 15, naib tehsildar to 17, and increase in their allowances. This was stated by the association’s provincial president Mohammad Khan Swati while talking to mediapersons after a meeting at Pabbi on June 18.
Revenue officers from Hazara, Malakand, Peshawar, Mardan, Kohat, Bannu, and DI Khan divisions and the association’s general secretary, Kashif Khueshgi, were in attendance.
Mr Swati said that they would continue fight for their rights. He said that the government had adopted step motherly attitude towards them. “Now we are out to fight for the rights of employees and no one can stop us from our genuine struggle,” he said.
